I would go with
2. You tell them to be more careful in the future and move on.
Mistakes have to happen and we need to be understanding of them. It is part of our cost to cover our staff mistakes if can't file an insurance claim. He will definitely pay more attention in the future. I don't think that firing him or making him pay for it is the right way to go.
